The short answer
- Inside Egypt: by law, the Bachaloria certificate is equivalent to the Thanaweya Amma completion certificate, and it takes you into Egyptian universities through coordination.
- Outside Egypt: the ministry signed a memorandum of understanding with the International Baccalaureate Organization (IBO) on 2 February 2026 to align the Egyptian Bachaloria with international standards. That is a path to international accreditation, not a completed accreditation.
What does the memorandum mean?
According to Al-Ahram, the aim is for a Bachaloria student at a state school to be like a student on an American or British programme: able to apply to universities abroad without long equivalency procedures. In May 2026 the minister said the Bachaloria "matches the best international certificates".
What if I want to study abroad?
Until accreditation is complete:
- Check the requirements of the university you want yourself. Each has its own rules for foreign certificates.
- Ask about equivalency in the country you are going to.
- Focus on your first foreign language. Most universities abroad will ask for proof of language.
- Follow the ministry's announcements on the accreditation steps.

And Thanaweya Amma?
