The Bachaloria law, No. 169 of 2025, in plain words

The law that created the Egyptian Bachaloria was issued on 13 August 2025. An optional, free system of three years, equivalent to Thanaweya Amma, with no switching. The key points in plain words.

What is this law?

Law No. 169 of 2025 amends parts of Education Law No. 139 of 1981. It was issued on 13 August 2025, after Parliament approved it on 7 July 2025. It is what formally created the Egyptian Bachaloria certificate alongside Thanaweya Amma.

The key points, simply

1. Optional and free

The Bachaloria is "an optional, free system". Nobody is forced into it, and it does not replace Thanaweya Amma.

2. Who can join

Any student holding the basic education completion certificate (prep school).

3. Duration

Three years, ending with a certificate equivalent to the Thanaweya Amma completion certificate.

4. No switching

Students may not transfer into or out of it from other secondary systems during their years of study. Details

5. Two exam sittings a year

Graded subjects are examined twice a year, and every attempt is recorded on the student's transcript with its date and mark.

6. Fees

The first attempt is free. Later ones cost no more than 200 EGP each, up to a maximum of 400 EGP per subject. Is the Bachaloria free?

And the details?

The law sets the framework; the details (subjects, tracks, assessments) come in ministerial decisions, such as the decision of 17 August 2026 on study and exams. The full timeline
